Group sues Army Corps of Engineers for approving Howland medical complex


destruction of wetlands near the Eastwood Mall — has filed a lawsuit in Federal Court to prevent it from happening. The Friends of the Mahoning River want the Army Corps of Engineers permit revoked for the development of what would be Enterprise Park — and possibly a new Mercy Health hospital — along Mosquito Creek. The lawsuit contends the Army Corp permit process was flawed — and did not look at alternate sights to minimize the impact on wetlands. That permit would allow developers — an entity operated by the Cafaro Company — to dredge and fill in 16 acres of wetlands that would be used for the project.
